概要：国連安保理ではロシアの拒否権行使で「侵略」非難はできなかったが、日本政府を含め今回はロシアの「侵略」をいち早く断定した国が多い。また、ロシアの「戦争犯罪」を非難する声が挙がり、ICC（国際刑事裁判所）が捜査を行なっている。20世紀以降の国際人道法の発展を理解し、ウクライナ戦争の法的責任について考える。
