概要：日清戦争により新たな領土として台湾を獲得し、植民地統治を始めるにあたり、台湾人の大きな抵抗んに対して「台湾征服戦争」と呼ぶべき軍事作戦があったことが近年明らかにされつつあります。あまりにも残虐な軍事掃討だったため、近代法治国家の体裁を整えるために1898年に匪徒刑罰令が施行され、1915年まで猛威を振るいました。「匪徒」に対する死刑判決は4000人を越えます。治安維持法の直接の前史ではありませんが、この歴史的事実に目を向ける必要があります。
