概要：日本の英語教育政策は、政財界主導で、英語が使えるグローバル人材育成というエリート主義に傾斜し、小学校英語の教科化、中学校英単語の２倍化、入試への民間試験導入など、市場化と格差化を強めています。これらを拙著『英語と日本人』（ちくま新書）で考察した社会的・歴史的背景をふまえて批判し、子どもの人間的成長に寄与し、平和で自由な協同社会を担う主体を形成するために、外国語教育はどうあるべきかを考えます。
