概要：1994年に日本が子どもの権利条約を批准してから28年になりますが、その存在や意義が社会に広く共有されているとは言えない状況です。意見表明権は子どもの発言が聞かれることを求めるものですが、それは個々の大人と子どもの関係においてだけではなく、制度として保障されなければなりません。子どもとかかわる仕事をする大人たちがその専門性を生かして働けることも、子どもの権利を実現することの不可欠な条件です。
