講師：荻野富士夫　（小樽商科大学名誉教授）
概要：関東憲兵隊の1905年創設以来の歴史を素描したうえで、アジア太平洋戦争期の特高警察機能に注目します。防諜の徹底を図り、共産抗日組織への弾圧を連続するだけでなく、「鮮満人」の民心の動向にも眼を向けました。反満抗日運動に関与したとして検挙・取調を受けると、次には軍法会議による「厳重処分」、治安維持法による司法処断のほかに、七三一部隊への「特移扱」としての送付がありました。一部判明する「特移扱」の実態にもふれます。
