関東庁・関東局の治安維持法の運用（1925～1945年）と在満外務省警察の治安維持法の運用（1925～37年）

講師：荻野富士夫　（小樽商科大学名誉教授）
概要：日露戦争後、租借した遼東半島を関東州と呼び、関東庁（のち関東局）をおきます。1925年、朝鮮・台湾と同様に日本の治安維持法が施行され、高等警察・思想検察もおかれ、中国共産党の組織や日本人の共産主義運動に弾圧を加えました。一方、中国東北部には不平等条約に発する外務省警察（領事館警察）が各地に配置され、中国共産党満洲省委員会などへの弾圧にもあたります。「間島」地域では朝鮮人の運動に治安維持法を発動しました。それは「満洲国」建国後もつづき、37年に治外法権撤廃となるまで治安維持法を運用するほか、次回でとりあげる暫行懲治叛徒法なども運用しました。
