概要：戦後ドイツ平和運動を考えるうえで、憲法（基本法）の存在は重要な意味を持っています。なかでも第1条で「人間の尊厳」を謳っていることは特筆に値します。冷戦時代に生まれたことから、日本の「9条」のような憲法条項はありませんが、逆に徴兵拒否は当初から市民的権利として認められました。
