概要：2001年のダーバン宣言から20年、かつての植民地宗主国首脳が「植民地支配は人道に対する罪」と語り、、植民地支配下で行った蛮行、犯罪について謝罪、賠償を行う事例が相次ぐこの世界で、50数年も前に交わした協定で「問題はすべて解決済み」と強弁し、強制動員被害者の訴えに背を向けるこの日本、その置かれている位置を確かめる。
