概要：インドネシアのジョコウィ政、パプア重視の政策を進めている。にもかかわらず「パプア問題」は深刻度を増している。複雑化する現地社会の問題と、インドネシア国家の対応には大きなズレがある。パプアで貧富の格差は広がり、新たな社会亀裂を生んでいる。同時に、世代間格差も広がっている。高地に住み伝統的な生活を営む人々と、低地で開発の進む土地に生きる人々の格差も広がっている。パプアの「分断」の現状と課題を内と外の視点から把握していく。
