◆第6回日本国憲法と主権のジレンマ

概要：GHQ主導で起草された日本国憲法は、日本の国家主権回復以前の1946年11月3日（明治節）に公布された。国民主権を掲げながら、なぜ明治天皇誕生日だったのか。起草時の英文での主権者‘people’が‘国民’と翻訳されたのはなぜか。大日本帝国憲法下での領民‘臣民’は、主権在民の主体たる国民となりえたか。1955年立党時の自由民主党の政綱に、‘独立体制の整備’として「憲法の自主的改正をはかり」「駐留外国軍隊の撤退に備える」と明記された。一党独裁とされるほど国民は自民党を「支持」したが、むしろ憲法「改正」には消極的だったとすら言えるのはなぜか。この国の主権者は誰か。日本国の主権とは何か。日本における主権のジレンマを考える。
