概要：日本でも被爆者の放射能障害が社会問題化すると、被爆者から原爆裁判が提訴された。1963年12月、東京地裁は「アメリカ軍による広島・長崎への原爆委投下は国際法に違反する」という判決を下した。（「虎に翼」）
さらに、「市民が描いた原爆の絵」に触発されたニュージーランドのケイト・デュイス元高校教師が、一市民の立場から核兵器の威嚇と使用は「国際人道法」に反するという声を上げた。「世界法廷プロジェクト」をつくり、これに賛同するマレーシア、インドネシアの国連代表を説得し1994年、「提訴決議案」をハーグの国際司法裁判所に提訴した。このとき平岡広島市長と山田長崎市長が出廷し、日本の外務省の方針を無視して証言をした。冷戦後の行為である。国際法的には、国家に自衛権があるので、全面禁止の結論は出されなかったが、「極限状況においてさえも」核兵器の使用は合法だとは断定できないとし、核兵器の非人道性を強調した。
