第3回 「皇室外交」と「国内巡行」（国体・植樹祭・海づくり大会・オリンピック）

概要：天皇の行為については、憲法下の規定にそくせば、明記されている「国事行為」とまったくの「私事」以外は存在しない(あるいはさせてはいけない)はずでであるが、実際は「皇室外交」多様な「国内巡行」などを通して、憲法上根拠のない行動が政府によって準備され、多様に展開されてきた。そして、ついにアキヒト元天皇は、「生前退位」のメッセージを発し、政府に法律づくりを命じ、政府はそれを実現するという事態まで起きた。これは「公的行為」という独自のカテゴリーで合憲解釈をしてきた政府の天皇活用(公的行為の拡大)の果てにあったことである。現天皇で象徴はどうなる?
