概要：ICC（国際刑事裁判所）は、第二次大戦後の国際人道法の発展を具現するものです。ウクライナ戦争ではプーチン大統領、ガザ・ジェノサイドではネタニヤフ首相という、かつては不可能と思われていた強国の指導者に逮捕状を出すまでに至りました。ところが今、トランプ政権はこのICCを解体しようと攻撃をしかけています。「法の支配」ではなく「力の支配」の全面化を許すのか。この事態が何を意味するのかを解説します。
