概要：沖縄の問題の解決のために、①誰がどのような立場の人が、②誰に又はどこに対して、③どのような内容で、④どのような場や機会で、⓹どのような方法で、訴えるとより効果的なのか、多元的に考え取り組む必要がある。沖縄県が国外を対象にして責任をもって担い実現することは自治体外交や地域外交となる。一過性の取り組みではなく積み重ねによってしか築くことができない。国連を訴え先とする沖縄県の取り組みを省察する。
