◆第4回沖縄と環境権：米軍基地問題の解決に向けて

概要：沖縄の米軍基地問題は環境の問題でもある。中南部では基地由来のPFAS, 騒音、落下物／墜落の危険性が人々の生活環境を脅かしてきた。北部では辺野古新基地建設や北部訓練場が自然環境を壊している。一方2022年には、国連総会で「クリーンで健康、かつ持続可能な環境へのアクセスは普遍的人権」とする「環境権」が採択され、生物多様性条約では2030年までに陸と海の30%を保護区にする「昆明―モントリオール生物多様性枠組」が採択された。この報告では、この国際的動向を基盤に基地問題の解決を目指す市民社会の最新の取り組みを紹介する。
