概要：戦前・戦中の日本放送協会の歴史を遠望すれば、軍や政府に支配された、非自立的で没個性の、のっぺらぼうのような組織の姿しか見えません。でも、もっと接近して見れば、放送現場の絶望や葛藤、あるいは諦念といった感情の起伏が見えてきます。講演番組を担った多田不二、学校放送の父とも呼ばれる西本三十二、音楽・芸能番組で異彩を放った奥屋熊郎、３人の個性的な放送人の葛藤する姿を見つめます。
